In Pakistan today, about 30 percent of children are out of school. However, this problem is not the same across all regions. In Punjab, most children go to school. If you leave out South Punjab, the out-of-school rate in Punjab falls to just 10 percent. This shows that Punjab has largely solved the issue of out-of-school children.

Interior Sindh, South Punjab, and Balochistan together account for more than half of Pakistan’s out-of-school children. These areas face serious challenges like poverty, lack of schools, and cultural barriers. To solve this problem, we must focus on these regions first. Otherwise, our efforts may not reach the children who need help the most.

Despite this clear pattern, development funding does not always match the need. Too much money goes to areas where most children already attend school. Meanwhile, South Punjab, Interior Sindh, and Balochistan receive less support. This mismatch means we may be “shooting in the dark” when trying to improve education for all.

We have compiled a Population Census 2023 Dashboard that shows out-of-school rates down to the Tehsil level. Using data from the Census 2023, this dashboard maps exactly where children lack access to education. It highlights every district and Tehsil in Sindh, Punjab, Khyber Pakhtunkhwa, Balochistan, and beyond.

With this digital education data, policymakers and NGOs can see which Tehsils in Balochistan have the highest out-of-school rates. They can find the most affected areas in South Punjab and Interior Sindh. Armed with clear numbers, they can direct development funding and education programs exactly where they are needed.

By focusing on Interior Sindh schooling, South Punjab education gaps, and Balochistan education needs, we can help reduce Pakistan’s national out-of-school rate from 30 percent to much lower levels. If we invest in schools, teachers, and community outreach in these areas, every child will have the chance to learn.
