Pakistan’s Economic Reality: 7.1 Million Businesses, But Almost All Are Micro.
Pakistan’s Economic Census 2023 reveals something striking about the structure of our economy.
Through the Gallup Pakistan Digital Analytics, we visualized the latest data from the Pakistan Bureau of Statistics Economic Census, and a few insights stand out:
📊 The Big Picture
7.14 million establishments across the country
25.34 million workers employed in these establishments
3.55 workers per establishment on average
95% are micro enterprises (fewer than 10 employees)
21 economic sectors covered
In other words, Pakistan’s economy is overwhelmingly made up of very small businesses.
🏭 Provincial Distribution
Punjab: ~4.36M establishments employing 13.6M workers
Sindh: ~1.38M establishments employing 5.7M workers
KPK: ~1.00M establishments employing 4.0M workers
Balochistan: ~0.30M establishments employing 1.38M workers
Islamabad (ICT): ~86K establishments employing 0.62M workers
Punjab alone accounts for over 60% of establishments, reflecting the province’s central role in Pakistan’s economic activity.
🧠 What This Means
Three structural realities emerge:
1️⃣ Pakistan is a micro-enterprise economy.
The backbone of employment is not large corporations but small shops, workshops, and informal businesses.
2️⃣ Scaling businesses is the real challenge.
Moving firms from micro → small → medium could dramatically increase productivity and wages.
3️⃣ Policy should focus on growth pathways.
Access to credit, digital payments, formalization, and market access will determine whether these micro firms remain small or become engines of growth.
