Tube well Use in Punjab: Tragedy of the commons?

Data shows an exponential growth in use of tube well use in Punjab.

This data is before the dawn of solar tube wells.

On the one hand tube well has reduced the dependency on state provided canals which are in degenerated form as government has not been investing.

On the other hand its making farmers care less about water conservation.

In many ways , underground water is a common public good and is faced with similar to all public goods possibly ‘tragedy of the commons’
